About Organization
The Université du Québec Pension Plan is intended for employees of Université du Québec establishments and a few other employers who have ties with the Université du Québec. This is a defined benefit pension plan based on the five best-paid years of the participant’s career: the annuity paid is equal to 2% per year of participation and is coordinated at age 65 with the benefits paid by the Quebec Pension Plan.
The funding ratio illustrates the percentage of surplus or deficit assuming that the Plan will exist indefinitely and is based on long-term assumptions, in particular that the assets will be invested in a diversified manner, not only in bonds but also in of growth. 
The solvency ratio, on the other hand, represents the surplus or deficit as if the Plan ceased operations on the day of the valuation using prescribed assumptions, mainly that the return on assets will be that of a portfolio fully invested in Government of Canada bonds.
At its inception, the Plan had few participants, because many University employees contributed to government plans, either the Teachers’ Pension Plan (RRE) or the Civil Service Pension Plan (RRF). 
In fact, University employees coming from the government were required, according to the TPP Act and the RRF Act, to maintain their plan. On the other hand, employees from elsewhere had to join a plan covered by  the Supplemental Pension Plans  Act (SPP Act: private plan) and it is for this reason that the RRUQ was created.
